Duties
As a Contract Specialist, this position is responsible for this position is for development and implementation of acquisition strategy for the design, construction, maintenance and repair of facilities for some of the most diverse and significant activities in the Coast Guard and preparation and execution of contract documents assuring adherence with acquisition procedures prescribed by applicable regulations.
Being a CG civilian makes you a valuable member of the CG team.
Typical work assignments include: Serves as a technical consultant to the Contracting Officer and the Supervisory Contract Specialist (Senior Field Contracting Officer (SFCO)), on complex acquisition questions.
Commits the Coast Guard for some acquisitions, limited by their Contracting Officer Warrant, that are consistent with law, OHS Acquisition Regulation, and Coast Guard Acquisition Procedures.
Collaborates with project officers to plan and develop long and short-range acquisition plans, strategies and realistic approaches for program goals.
Monitors and evaluates all other phases of preplanning and the negotiation, administration of assigned contracts.
Makes recommendations to the Contracting Officer on resolution of disputes, contract claims, and contract terminations.
Develops and implements acquisition strategy for the design, construction, maintenance, and repair of facilities.
Develops pre-negotiation positions, serves as lead negotiator, and prepares required documentation to support the acquisition action, including Determination and Findings, and pre and post negotiation memoranda.

Soliciting bids/proposals/quotes for perspective contractors.
Monitors contract administration on the most complex contracts until final delivery and ensure payments are completed and that the contract is closed and retired.
Evaluates contractor performance and communicates with the contractor and the customer through telephone conversations, correspondence, reports, and site visits.
Resolves scheduling problems, verifies deliveries, and monitors inspection and acceptance.
Expertise to apply design-to-cost, life cycle cost, progress payments, incentive formulas, reliability and maintainability, variable quantity options, allowable costs, subcontracting, multiyear provisions, small business contracting and other provisions adapted to the needs of the particular procurement.
Served as a senior technical for the assigned contract, made decisions involving interpretation, analysis, and negotiation of contract terms and conditions; ensure technical decisions on the assigned projects are coordinated, and explained contracting regulations and policies to project personnel and contractors.
